Part 2 of the one above, I guess? Either way a solution could be rather simple, why not just use another masked character in a female horde uniform? Do not even need to name it much more than "force captain" or "Despara`s pet" the latter one might be a bit to much? But you get the basic idea right?

If there is a loophole for Catra I hope she shows. I loved her as a Horde member back in the good ole days. Maybe Mattel actually ponied up for the rights and we won't have to worry about this divided rights issue anymore. If that live action She-Ra show is dead and with the way some streaming sites are loosing money the rights could have gotten cheaper to get back.

Well some say Revelation bombed so hard Mattel might was more desperate to get a deal done to?
The hints we have that the points in the direction is the mention of horde prime which belongs to DreamWorks/Filmation even more than She-Ra does?

It is signs of either or but they have stated prior to Revolution She-Ra would not appear in it, they have not really said anything about next one yet either so...

Why would they need one at all? Its not like Catra herself is a Filmation invention; just the Filmation version is.

@lurker-man I suspect the movie/tv rights are the issue, Mattel does own rights for comics, toys and maybe games AFAIK. The reason it is a is due to the POP branding, so any POP/SPOP figure unfortunately goes under DreamWorks IP rights.
The issue is probably related to 80s Mattel having them splitt up as 2 IPs so anyone who wanna make he man and she ra merch had to pay 2 licenses, including to that the 2 departments of Mattel each had very drastic ideas of how the characters should look.
The original plans for the 80s toys was to be barbie sized until the leadership of Mattel stepped in, kinda forced them to make them 5.5 like the MOTU toys.
Can they go with 80s toy Catra? Maybe? Would she fit in? Probably not? The tail tough gave me a neat idea tough, to improve my faceless Force captain idea tough. 😊

Yeah, I'd even say this hard separation between boy & girl toyline did its own part in dealing major damage to the franchise as a whole. I remember facepalming hard whenever these came up in Mattel/MOTU documentaries. It was not a death by a 1000 cuts; not by a single blow; but surely by a handful nasty unnecessary slashes born out of ego and greed; and that was one of them *sigh* I disgress. Her style though; if a bit enhanced & stylized would fit that show perfectly though. Does not look outlandish one bit if standing next to final form Teela IMO:
@lurker-man Yeah so at the end of the day the only question is the license, well until we see the trailer no way to know but I got a feeling motherboard was Shadow Weaver replacement. So if they do give us some form of Catra replacement next that could be interesting to, fingers crossed it works out.
Besides it was not all bad, we did get 2018 She-Ra due to the license splitting!

I think the She-Ra brand was co-created by Filmation. They got the TV and movie rights and Mattel got the toy rights. Hordak was a weird joint creation allowing both companies to use him. You can tell by the old toys what characters Mattel can use without permission. Mattel can use MOTU toys. Hordak and Leech and Mantenna and Grizzlor and Modulok and Fright Zone. Despara too much later. Those are all toys in the MOTU brand. Characters like Catra and Shadow Weaver are the She-Ra brand and untouchable without a deal. So so make the deal Mattel!

NBCUniversal holds the rights to He-Man and the Masters of the Universe (1983), She-Ra: Princess of Power, New Adventures of He-Man, He-Man and the Masters of the Universe (2002), and She-Ra and the Princesses of Power. Mattel holds the rights to everything else.
That is how Mattel was able to produce He-Man and the Masters of the Universe (2021), Masters of the Universe: Revelation, and Masters of the Universe: Revolution independently of NBCUniversal. Mattel can produce entertainment based on these intellectual properties, but it cannot use elements from previous animated series without a license from NBCUniversal.
Since there was collaboration between Mattel and Filmation on the development of Princess of Power, it is difficult to determine which elements belong to which rights holder. Mattel does not want to inadvertently commit copyright infringement, so it exercises caution with regard to the Princess of Power intellectual property, and often will not proceed without being covered by a license.

Hopefully, this puts to end the constant muddying of the waters of whom holds the rights to what, and what workarounds exist to get certain characters.

@adam_prince-of-eternia 2002?!! I believed they had New Adventures of He-Man from 1989... 2002 show is on Mattel Action YouTube channel vs New Adventures which is in the Dreamworks owned MOTU YouTube channel.

Unless DreamWorks does a spinoff show, I don't really see them doing much with other POP characters. It will be at least two years before another season of this show gets released if renewed. If we get another season after that (likely 4 years down the road), I think they go with the Snakemen as the main storyline. By that time, they may already be thinking of new MOTU cartoons and toylines for a refresh rather than keep this show going.
Hard to say really, DreamWorks have had Shreck going for how long now? DreamWorks uses a whole lot more time to make stuff if you look at their track record. I am not saying they will for sure make something but ya know we might see more Voltron and She-Ra some day...Unless DreamWorks does a spinoff show, I don't really see them doing much with other POP characters. This actually makes a tremendous amount of sense and explains why Mattel would release the cover for the #4 comic before the show.

The rights situation is so muddy and confusing when you have other influence or misinformation out there. But from what you said it sounds like Mattel can make toys and other media but not television, movies, or cartoon when it comes to some of the PoP characters. Otherwise we wouldn't already have Catra in Masterverse.
My question or confusion I guess I should say is where does the style guide/design guide for into all of this? And does it actually allow any "loophole" or pave any way to get a Catra design for the next iteration of Revolution?
