Most likely. The design needs to be approved by the licensor, the prototype needs to be approved by the licensor, the first production sample needs to arrive from the overseas manufacturer and be approved by the licensee and the licensor, etc. Some of those steps will need to be repeated if there are revisions or errors. It can take a long time to bring something from conception to market.
