Hi guys, I know that Legends of Grayskull game Cortex was designing is most likely canceled but does anyone have any experience in designing their own game system for tabletop so we can have a MOTU themed TTRPG?

In the early 2000s there were some fan made MOTU modules made within the AD&D construct rules and gameplay that were available for download. These were similiar to the legit Conan modules that were released under the D&D banner. You may be able to locate those docs still mate.

Does anyone know what would be the best system for the CGI continuity where you make your own Master or Dark Master and have their own Power Weapon and Master/Dark Master Strike?

My best guess would be Mutants & Masterminds. The core system is the typical Superhero setting (they even have a, by now sadly out of print, DCU licenced themed version of their rules). Considering how diverse Superheroes are that would be the best to adapt to a MOTU setting IMO.
